Replacement makes sense when a fence is failing as a whole rather than in one spot: many posts leaning or rotted at the ground line, pickets gray and split along the run, or a repair quote that approaches half the price of a new fence. Patching a fence like that usually means paying again after the next wet season.

A replacement costs the same as a new fence plus the tear-out. Removing and hauling away the old fence typically adds $3 to $7 per foot, so replacing 150 feet of 6 ft cedar privacy fence runs about $5,700 to $7,800, and pressure-treated pine about $4,200 to $6,300, before gates.

Cities treat replacements differently. Sugar Land exempts a like-for-like replacement with the same dimensions, Pasadena exempts the same material in the same place, and Humble and Baytown only ask for a permit once you replace half the fence or more. West University Place needs a permit for every replacement, and Bellaire needs a floodplain development permit with a survey. The permit guide lists the rule for each city we cover.

If you live in an HOA, check its current fence guidelines and ask whether a replacement needs approval before work starts, even when the new fence matches the old one.
