The Woodlands is a township, not a city, so fences are approved by your village's Residential Design Review Committee under the township's recorded standards, through its Civic Access portal. Grogan's Forest neighborhoods also need City of Shenandoah permits for fences and pool barriers.
Ground and weather
The Woodlands sits mostly on sandy and loamy forest soils (Segno, Splendora, Boy, Conroe) with low shrink-swell, much gentler than the clay south of Houston. Low spots are the exception: Splendora soils hold water 15 to 28 inches down from December to April.
Spring Creek drains the whole township and has limited capacity and a large natural floodplain. Harvey dropped nearly 30 inches on The Woodlands area, and early counts found 141 homes with flood damage.
During Hurricane Beryl the nearest official station, at Conroe airport, measured a 69 mph gust, and 6.36 inches of rain fell at Woodlands Parkway near McBeth.
HOA fence rules we have read
Only communities that publish their rules. HOAs update them, so ask yours for the current version and get approval before you build.
The Woodlands Township (all villages)
Finished side out toward the street or any neighboring tract. Wood should weather naturally; transparent and semi-transparent stains from the standards' list are pre-approved, while paint, solid stain or tinted sealant need approval and must be muted. No plastic or fiberglass fences, and chain link only fully screened inside a solid fence.

Questions from The Woodlands homeowners
Can I stain or paint my cedar fence in The Woodlands?
Natural weathering is the default. Transparent and semi-transparent stains listed in the standards are pre-approved; paint, solid stain or a tinted sealant need approval first and must be a muted shade.
Can I install a vinyl or chain link fence in The Woodlands?
Not vinyl: plastic and fiberglass fences are prohibited. Chain link, wire or wire mesh are allowed only when fully screened inside an approved solid fence.
Does my neighbor have to agree to a good-neighbor fence?
For a new one, yes. A good-neighbor fence, or any shared-line fence with the unfinished side toward the neighbor, needs the adjacent owner's written consent. Repairing or replacing an existing good-neighbor fence does not.
Storm knocked your fence down?
Leaning posts, missing pickets, fences on the ground. Choose storm damage in the form so the request goes to the front of the line.

What makes Houston fences different
Clay soil that moves
Much of the area sits on expansive clay that swells when wet and shrinks in drought. Post depth, concrete and steel posts make the difference.
Storm season
Hurricanes and tropical storms bring wind that flattens weak fences. After Hurricane Beryl in 2024 many homeowners waited weeks for repairs.
Humidity and termites
Wet air and termites shorten the life of untreated wood. Sealed cedar, vinyl and aluminum last longer.
HOAs and deed restrictions
With no city zoning, fence rules in Houston usually come from HOAs and deed restrictions. Check them before you build.
